Where are the OFFICIAL 3696 rules posted?

I've been looking all over the site trying to find the "official, provisional" 3696 rules. I've found the basic stuff in the members-only rules section when the rules were being developed, but it stopped being an active posting in 2007 and I've not found an "official" set of rules. I've found the rules for all other classes, but I'm obviously missing something. Sorry to bother, but could someone please list the link? Thanks.

There isn't an official set of rules, since it hasn't even made it to provisional status.

These are the guidlines that have been in effect for a couple of years.

Thanks, those are the ones that I found, but thought that perhaps there was an "official, un-official" set of rules somewhere that I had not found. Those will do just fine. Thanks.

To the best of my knowledge, the only change is that you can run 8x6 props instead of 7x6 on twins.
